The course covers a range of housing policies in association with housing problems, housing finance, property taxes. It also covers theoretical issues of housing location and development as well as filtering theories. The course also introduces hedonic price functions to estimate the value of housing.

This course deals with critical issues and challenges of urban and social economy. It will introduce and discuss alternative approach for local and urban development and primarily focus on current debate about communities, social economy, social innovation, etc. Social economy emphasizes self-help, solidarity, trust, democratic decision-making, etc. In particular, it will provide in-depth knowledge about cooperatives and social enterprise.
GSP5226 Seminar on Policy Evaluation 3 6 Major Master/Doctor Korean Yes
The main purpose of this seminar is to provide substantive knowledge and methods for the evaluation of public policy. We discuss not only analytical evaluation as scientific research activities but also institutionalized evaluation as an administrative control mechanism of the Korean government.

The course introduces a range of vital social policies in both the Korean and global context and describes the most important programs created by those policies. The course emphasizes understanding the strengths and weaknesses of social policies as well as the intended and unintended effects of these policies and how they are influenced by various contextual factors such as labor market outcomes and family structure. Topics will cover social policies including education, immigration, social welfare, and child and family policies.
GSP5228 Disaster Management for the Future 3 6 Major Master/Doctor - No
Disaster Management is the study of how to reduce the negative effects of human-made and natural disasters. Disaster Management has long been a concern of engineering and earth sciences as a technical issue to be confronted. Only recently has Disaster Management moved into the realm of public administration study and now there is recognition that it must be an inter-disciplinary subject that calls upon expertise and experience from many perspectives. As the frequency and intensity of disasters increases around the world, there has been a strong effort to emphasize disaster risk reduction as the primary focus of disaster management. This course will introduce the types and classifications of disasters, the disaster management cycle, and public administration's role in making society safer. There will be study of both international and Korean disaster management organizations, current research findings in effective disaster management, and case studies.
GSP5229 Behavioral Public Administration for Government Innovation 3 6 Major Master/Doctor - No
Behavioral economics is contributing increasingly relevant insights for more effective public policy since the turn of the century. The recent awarding of the Nobel Prize for Economics Science to Richard Thaler for his work on the psychological influences on economic behavior confirms that this nascent field is worthy of study for students of governance. Special issues of major public administration journals and a steady stream of articles confirm that the subject – heretofore deemed “Behavioral Public Administration” – is relevant to today’s curriculum. While behavioral public administration has been developing its research agenda in (primarily) European and American institutions, it is beginning to spread around the globe. This course will introduce the foundations of behavioral public administration, starting with the insights of Herbert Simon. The major findings of behavioral economics, important experiments, empirically verified concepts, and applications for public policy will be reviewed. Students will have active discussion and research tasks to internalize the lessons for their respective academic tracks. The expectation is that students will be able to identify opportunities to apply behavioral public administration for policies in their own area of interest and demonstrate that learning in a comprehensive concept report assignment.

The purpose of this course is to understand Korean culture and apply it to analyze the success and failures of various institution, public policy, and management methods. This course also covers research methods including experiments, content analysis, and discourse analysis. The ultimate objective of the course is to propose policy and management models fitting to Korean culture.

Based on the understanding of historical development of legislative body, this class presents its major authority and functions, including structure and operation, law making process, and budget reviews. In addition, the course reviews emerging issues of Korean National Assembly's roles as a control body of executive branch and budgeting process.

The course aims at providing students with a critical understanding of projects as both (1) institutions of development administration in developing countries and (2) instruments of development and by donor agencies and international financial institutions. Also, we'll discuss about an introduction to basic techniques for planing and appraisal of international development projects of moderate scale and complexity.

This seminar aims to understand public administration institutions from the state theories (pluralism, elitism, Marxism, market liberalism) and historical institutionalism. From the perspective of historical institutionalism, it reviews history of state formation and institutions since modern state. Also, it debates over the issue of developmental state and its change in Korea.
