This course offers an in-depth exploration of program evaluation methodologies with a specific focus on urban policy. Students will learn and apply various empirical methods, such as matching based on observables, difference-in-difference, instrumental variable, and regression discontinuity design, to measure and understand the causal effects of policies. Topics will include urban policies ranging from housing and urban development to transportation and environmental policy.
GSP5256 Social Science Research and Causal Inference Methods 3 6 Major Master/Doctor Korean Yes
The goal of this course is to help understand most commonly used empirical tools for social science research. The focus of the course is design-based causal inference, that is, to use statistical methods to answer research questions related to the impact of some causes (e.g., policy adoption, changes in institutions or economic conditions) on certain outcomes (e.g., policy effects, political attitudes, income). The course covers various causal inference designs and methods, including experiments, matching, regression, fixed effects models, difference-in-differences, synthetic control methods, instrumental variable estimation, regression discontinuity designs, simple machine learning tools. Quantile regressions and sensitivity analysis may be covered additionally if course schedules permit. The course analyzes the strengths and weaknesses of these methods, using applications from a variety of social science research.

In this era of hyper-uncertainty and extensive networks, policymakers face ambiguity and complexity in the policy formation process, a pre-decision-making stage. This creates a scenario where, while specific or routine decisions can be handled by administrative departments, more fundamental and higher-level meta-policy decisions demand judgments based on integrated, neutral national intelligence. Since the primary function of national intelligence is to provide information that influences policymakers' decisions, the interplay between national intelligence and policy-making emerges as a vital area of study in public administration. Advanced countries, such as USA and UK, have legislated the role of national intelligence to furnish information for developing and implementing foreign and economic policies, protecting national interests, and supporting administrative departments. This field boasts extensive literature and a wealth of research accumulated by former intelligence agents. However, in Korea, the topic of national intelligence for policymakers has not been openly addressed in academia. Given the expansion of national intelligence's scope to misinformation, technology, global supply chains, climate change, education, and pandemics, continued neglect of this issue could lead to the loss of valuable policy assets. To this end, national intelligence should also be integrated into academic arena to some extent, akin to the outputs of other government institutions

This course concerns a new paradigm of management in the information society: knowledge management. It discusses theory and strategy of knowledge management for the effective governance and national competitiveness. In specific, students will analyze domestic as well as foreign cases of knowledge management based on the general theories and suggest practical strategies.

Public management reform and public reorganization are undertaken now for more than two decades in the entire world as global paradigm. The purpose of this course is to enable students (i) to capture the difference between public and private management, (ii) to understand the traditional Public Administration, and New Public Management, Public Governance which is proposed as an alternative to the traditional Public Administration, (iii) to think critically about new reforms to public administration and management. Especially, this course aims to analyze the reform efforts of Korean government based on the lessons from the public management reform efforts of Western world.

This seminar course studies two major areas. First, we cover existing studies and researches on the complex nature of development/underdevelopment and the opportunities and limits of development assistance. Second, we will study the contemporary aid governance including issues such as how major donor countries and international organizations operate their development assistance and what rules and norms in development assistance are practised and being innovated.

Meta-analysis refers to the quantitative analysis of study outcomes. Meta-analysis consists of a collection of techniques that attempt to analyze and integrate effect sizes (indices of the association between an independent variable and a dependent variable) that accrue from research studies. This course deals with the process of performing meta-analysis and how to interpret analysis results. Students will have an opportunity to conduct meta-analysis on research topics of interest using meta-analysis software and to write a research paper based on the analysis results.

This lecture introduces organizational theory, a fundamental theory in public administration, especially macro-organizational theory(organizational structure and contexts). In particular, this course emphasizes improving the characteristics and understanding of public organizations beyond general organization theory. This course aims to develop the basic organizational management capabilities that managers of public institutions must have. Students present and discuss research cases on various topics from public institutions.

This course provides students with the theoretical background and practical implications of sustainable management strategies, which have increased in importance due to changes in domestic and international business environments. The importance of creating economic value through maximizing financial performance and creating social value through various management activities is increasing in importance in private companies and the public sector. Following this trend, we learn various activities and cases of public institutions for sustainable management, such as SDGs, ESG, and carbon neutrality, from the stakeholder perspective. The final goal of this course is to acquire relevant knowledge and develop practical capabilities for the successful establishment and implementation of sustainable management strategies.

This course aims to improve graduate students' methodological capabilities in the master's program in the Department of Public Institutions Policy to write academic papers. In social research methodology, students increase their understanding of qualitative, historical, and comparative methodologies and practice in detail how to select an appropriate methodology for a specific topic. Practice systematic design of project report, literature research, questionnaire writing, interview techniques, and field research techniques. Depending on the progress of the lecture, the textbook will be presented and discussed. Perform practical analysis for writing papers using various methodologies.

This course studies statistical approaches to analyze administrative phenomena and policy problems scientifically. After an overview of the principles of statistical inference, students learn statistical techniques such as regression analysis (time series, space, multilevel) and structural equations using statistical packages.

Leadership research in public organizations and institutions cannot be considered outside of the regional and temporal contexts. Today the leadership of public organizations has an increasing need to conduct research in East Asia's philosophical, ideological, and ethical contexts. The purpose is to increase understanding of leadership phenomena in today's public organizations within the context of East Asian thought and philosophy and to provide the qualifications and requirements for good leaders. In this subject, we study leadership from the perspective of modern and contemporary East Asian thought and ancient East Asian classics.

The issue of regional imbalance in Korea is a long-term policy concern at both the national and local levels. Achieving balanced development requires empirical understanding and analysis of the relationship and role between public institutions and local communities, such as the transfer of public institutions to local areas that has been carried out by previous governments. In light of this, this course provides a platform for discussing various aspects of public institutions, including their new roles that reflect Korea's regional characteristics, collaborative governance, community-based innovation, and publicness, through the integration of theory and case studies. Through this, students will re-examine and deepen their understanding of the role of public institutions in local communities and national development.
