Public policies are delivered in a society in which multiple values co-exist. For this reason, it is important to define the ethical theories of public administration which would not hamper the multiplicity of social values and would foster the accountability of government. This seminar will reivew the theories of ethics and debates on such issues.

The purpose of this course is to search for an agenda for the future of Korean public administration through analyzing the historic development and the fundamental problems of Korean public administration. Especially, this course aims to develop a Korean administrative theory that fits Korean situation via critical analysis about Korean traditional administrative institutions, philosophy and theories in comparison to western counterparts.

This course introduces traditional leadership theories represented by traits theory, behavioral theory, and situational theory. The course goes further to develop leadership in practice, covering from self-leadership, team leadership, through organizational leadership.

In order to understand social phenomena, the underlying mechanism of the interactions among individuals should be analyzed correctly. Game theory provides a set of tools for analyzing and predicting interactions among decision-making individuals or groups of individuals. Every game consists of its players, a set of actions they can take, and the outcomes that result from the play. This course aims to give students an entry-level understanding of the basic concepts of game theory, and how these concepts have been applied to the study of social phenomena.
GSP5064 Public Choice 3 6 Major Master/Doctor 1-4 - No
Public choice theory refers to the application of methodologies of economics to the study of social phenomena other than the market. Public choice theory, which is based on rational choice theory, has been criticized for its assumption about perfect rationality, and its reliance upon methodological individualism. This course will focus on the possibilities and limits of public choice theory, and rational choice new-institutionalism, which is a 'second-generation public choice theory'. Students will leave the course with the capability to analyze the underlying mechanisms of social phenomena, especially government and public administration from the perspective of IAD framework (Institutional Analysis and Development framework).

This course covers the principles and procedures of public audit as means of managerial control on public administration. The course reviews the nature of public audit and audit system of major countries including Korea. Emphasis is on theory, techniques, and cases of not only traditional legality audit but also modern performance audit.

Performance management system is a key research agenda for Korean government innovation. This course introduces a unified system of strategic management, performance-based organization, performance-oriented personnel management, and performance budgeting. It covers the experiences of OECD countries as well as Korean case.

This course aims to provide the logic of policy response to the realistic situation of social problems. The course deals with theory, techniques, and cases of policy formulation process divided into problem recognition, agenda setting, policy goals, alternatives selection, and implementation strategy. The emphasis is also put on the policy formulation system of the Korean government.

This seminar concerns on 'e-government' which is a new paradigm of government in the knowledge based society. This course discusses overall theory and strategy on e-government including e-govenance, e-democracy, information resource management etc. Students will analyze domestic as well as foreign cases of e-government based on the general theories and suggest practical strategies.

This course covers theories and practises in association with urban planning issues. The main body of the course includes the history of urban planning, urban analytical techniques, planning laws, and planning theories. The course also deals with population distribution, economic development planning, land use planning, transportation planning, growth management planning, and environmental planning.

The course discusses the concepts and types of urban development together with its legal and institutional aspects. It also discusses the issues of newtown development in existing urban areas, urban renewal and regeneration in declining cities using domestic and overseas case studies.

This course deals with theories and techniques needed to examine how the policy making, implementation process, and policy outcomes are desirably accomplished. We will be looking at institutionalized evaluation as well as analytical evaluation. The utilization of evaluation research is another topic of discussion.
GSP5102 Regional Governance in East Asia 3 6 Major Master/Doctor 1-4 - No
This seminar course studies regional cooperation in East Asia from the perspective of governance as networks of nation states. After reviewing both positive and negative debates on the possibility of regional integration in East Asia, this course analyzes the current institutions and regimes of intra-regional cooperation and explores possible regional identity and normative aspects of regionalism. Several cases of regional cooperation in trade, security, environment and history issues will be studied. The course aims to broaden the research horizon of graduate students of public administration to international relations.
GSP5105 Global Governance under Globalization 3 6 Major Master/Doctor 1-4 English Yes
This course reviews the recent trend in globalization and analyse global governance. It will examine the role of UN agencies and other international actors. Based on such analysis of global actors, this seminar will also deal with global public policy in terms of aims and outcomes. It will also explore a range of policy options for Korea toward global governance.

This course surveys the historical developments of Public Administration, which is the foundation of Public Administration scholars. The class materials include the classics of Administration Principle School, New Public Administration, New Public Management, and New Governance.
