This course is designed to help nonnative graduate students develop their abilities to write for academic purposes in English. It covers topics essential to improve academic writing, from finding topics for a research paper and avoiding plagiarism to constructing a research proposal and an academic paper, constructing abstracts and steps for publishing in journals. Possible assignments may include analyzing published research papers from their own preferred fields and developing and finalizing their own research proposal and research paper.

This course introduces the techniques and tools of the Management Science. It covers linear programming, goal programming, PERT, cost-benefit analysis, decision analysis, and other methods which can be applied into public management.

GSP5174 Information Communication Technology and Public Management 3 6 Major Master/Doctor 1-4 Korean Yes
This course aims to understand and discuss how Information Communication Technologies (ICTs) influence public management and the future of citizen-government relationships. Participants in the class will explore and discuss the impact of technological changes and especially the Internet on public administration and societies. ICTs have contributed to innovating operation and management of government agencies in terms of internal efficiency, citizen engagement, and public service quality. The mechanisms enabling the innovation include various concepts such as big data, Internet of Things, cloud computing, mobile government, and smart government. Students will discuss the past, the present, and the future of ICT-based and even ICT-driven changes in governments and societies across the world.

The course is designed to describe and analyze the governance cases that are relevant to understanding the major characteristics of governance in Korea. It will provide students insights into formulating future governance models of Korea.
GSP5184 Understanding Platform Processes for Public Human Resource Development 3 6 Major Master/Doctor 1-4 - No
This class goes beyond the traditional view of personnel administration and approaches it within the perspective of enhancing human resource values. For this purpose, this course diagnoses individual aptitudes and potentialities and suggests the ways of maximizing individual and organizational values. Essentially, this course is an in-depth analysis of the literature, problems, and directions of public human resource development issues. Topics may include: core functions in Human Resources: planning, classification, recruitment, selection, compensation, benefits, performance evaluation and assessment, human resource information systems (HRIS), human resource development (HRD), discipline, and termination. Also, this course 1) covers the entire field of HRD, from orientation and skills training, to career development and organizational development; 2) provides a clear understanding of the concepts, processes, and practices that form the basis of successful HRD platforms; 3) show how concepts and theories can and and have been put into practice in a variety of organizations; 4) focuses on the shared role od line management and HR specialists in HRD; 5) Reflects the current state of the field, blending real-world practices and up-to-date research.
GSP5185 Innovation Strategies and Futurology 3 6 Major Master/Doctor Korean Yes
This course aims to discuss and suggest future-oriented innovation of public organizations. From a view of futurology, students deeply discuss the directions and strategies of government innovation and the impact of massive technological changes (the Fourth Industrial Revolution) on the public sector, the private sector, and civil societies. Class discussion will chiefly cover the following three issues: 1) how technological changes driven by artificial intelligence, robots, big data analytics, and Internet of Things will impact the roles and responsibilities of governments, firms, and civil societies; 2) how the relationships between governments, firms, and civil societies will change, given such technological development; and 3) how their roles and responsibilities will be redefined and reestablished, given such a change in the relationships.
GSP5186 Understanding Platform Processes for Korean Public Management 3 6 Major Master/Doctor - No
As an example of the application of topics and concepts covered in this course in governmental management, a number of public agencies now conduct regular surveys of their employees to assess their work satisfaction and work attitudes and to seek ways of enhancing them. Government, nonprofit, and business organizations increasingly engage in such efforts as releasing reports of employee needs and suggestions identified from the regularly conducted employee surveys, and how the organization's leadership has responded to them. The course will cover numerous theories, abstract concepts, and tools and techniques (such as questionnaire measures of the concepts) pertaining to the topics listed below. It will also cover practical application of those concepts in Korea through case examples and discussions, and self-assessment exercises. Courses such as this one are offered in virtually every reputable and accredited graduate program in business administration, public administration, nonprofit administration, educational administration, and other forms of administration. The ubiquity of such courses and the elaborate development of the topic reflect the widespread conviction that this body of knowledge helps people prepare for leadership positions and other important roles in organizations.

This course is intented to provide policy theories and methodological skills needed to conduct analysis of competing solutions for problems faced by the government. We will be applying the knowledge to concrete cases of public policy making to develop policy issue paper.
GSP5190 Structure and Governance of Public Agencies 3 6 Major Master/Doctor - No
This course introduces basic theories on the institutional design of public service delivery system, and comparative practices on the public agencies, including public enterprises. First, it reviews historical development of the public enterprises and public agencies in Korea. Second, it discusses the debate of the nationalization vs. privatization of the public enterprises. Third, it discusses on performance management system of the public agencies, both theory and practices.
GSP5191 State Theories and Administrative Structure 3 6 Major Master/Doctor - No
This course introduces state theories, including pluralism, New-Rightism, elitism, neo-Marxism, and understand administrative theories and administrative structure from the perspective of state theories. It discusses relative explanation power of competing state theories, and examines its applicability and validity of Korean experiences of public administration.

In this Special Lecture & Colloquium on National Governance Studies,we(4professors)will introduce and discuss the state-of-art theories and findings in the study of governance and policy, It is a specially designed seminar in which we will guide and facilitate the article presentation and publication of the graduate students in the graduate school of governace.

This course aims to understand the importance of knowledge management and its value-added aspects to good government. Based on this understanding, the course explores recent cases related to the creation, sharing, and maintenance of knowledge, and discusses strategic directions for knowledge management in the public sector and practical limitations.
