For public administration students, reading and learning in classical literature is so important to understand the phenomena, theories and methods of public administration and policy and develop new and appropriate policies and programs. In particular, this course allows them to read classical literature in social sciences, including public administration, and have open discussions in class. In particular, they will read extensive classical literature, including (not limited to) Max Weber’s bureaucracy, The Prince by Niccolò Machiavelli, Admonitions on Governing the People by Jeong Yakyong, Discourse on the Origin and Basis of Inequality among Men by Jean-Jacques Rousseau, and On Liberty by John Stuart Mill.

This class aims to learn basic theories and practices of the behavioral sciences for understanding individuals within public organizations and administrative behaviors, particularly of Korea. The course deals with such related topics and the process of motivation, leadership, communication, human management, and group & organizational dynamics.

"Industrialization and urbanization have led to various types of regional issues, such as economic disparities between regions, development gaps, transportation, housing, land, environmental problems in urban areas, and problems related to the underdevelopment and living environment in rural areas. These regional issues have caused conflicts between regions, hindered the efficiency of national economic growth, and resulted in a decline in the quality of life. This course discusses regional development as an attempt to address the diverse regional issues that have emerged throughout different eras. Students will acquire knowledge on various theories related to regional development, including regional spatial structures, urbanization, settlement systems, and regional growth. They will also learn about population forecasting models, regional economic analysis models, cost-benefit analysis of regional public investments, and methods to measure spatial equity. Furthermore, the course covers discussions on regional development strategies, such as growth center strategies, metropolitan growth management strategies, strategies for developing underdeveloped regions, and regional innovation strategies. Additionally, various regional policies will be explored, including urban development policies, regional economic policies, regional housing policies, regional land policies, regional transportation policies, regional environmental policies, and conflict management.

This course is an introductory subject for the Public Service Aptitude Test (PSAT), essential for entering the public sector. It aims to cultivate basic knowledge and skills in PSAT for students and develop logical thinking skills necessary for public service. Instead of focusing on specialized knowledge in specific subjects, the course seeks to enhance comprehensive thinking abilities such as basic qualities and traits required for public servants, logical and critical thinking skills, data analysis and information inference capabilities, and judgment and decision-making skills. This is achieved by concentrating on developing logic and comprehension in the individual areas of PSAT, namely the verbal logic, data interpretation, and situational judgment sections.

Public Administration in Korea reviews the historical evolution of Korean administration and culture. Also this examines the overall structure and problems of Korean administration, and discusses the strategies of their improvement.

There are three major objectives for this course. The first is to explore the nature of and approach to policy evaluation. The second is to understand policy evaluation as scientific research activities. The third is to look at evaluation activities performed in a political and administrative process of the Korean government. Finally, we will try to develop how to effectively utilize the evaluation results.

In modern capitalist society social policy pools the risk of social contingencies and provides social protection to weaker members of society. However, the extent of social protection and services are partly dependent on the configuration of social interest and political support. The financial and administrative capability of the state is also a determinant of the social welfare system. In this class, student will be offered a introduction to the welfare state through a comparative perspective. This class will also deals with issues related to health care, public pensions and unemployment benefits.
