This course aims to offer basic understanding and techniques of analyzing open data related to urban and transportation policy. The class will consist of lectures and lab seminars. In lectures, the instructor will explain the basic concepts of quantitative analysis and discuss theoretical backgrounds related to the topics related to urban phenomena. In the lab seminar, students will build proficiency in the use of analytic tools and interpret the analysis results.

Culture is closely related to the quality of life of citizens. Culture reflects the spatial characteristics and has a public nature that captures the consciousness and daily life of citizens. As citizenship grows and quality of life becomes increasingly important, the central and local governments initiate various policy measures to form a community based culture and to solve public problems. Given this background, 'Citizens and Culture' deals with the value and diffusion of culture as tangible and intangible public goods from the perspectives of government, local community, citizen, and market. Furthermore, this course approaches the spread of citizen sovereignty and decentralization from a cultural perspective, and students learn the current status and role of local culture in the realization of public value.

This class will work with a practical case that is related to one of the community issues, including local economic development, housing stability, mobility, environmental protection, safety, urban regeneration, place making, and citizen empowerment. The class aims to examine relevant issues and provide strategies that can lead community sustainability. Students are required to understand concepts and theories on community development and provide strategies to the community problems by learning from practitioners, field works, interviews, and workshops.

4th industrial revolution technologies, such as the Internet of Things (IoT), big data, and unmanned vehicles, are significantly changing the framework of existing urban planning and giving hope that they will address complex urban problems. This class aims to develop an in-depth understanding of the concept of smart city and the ability to apply the concept to actual urban policies. It aims not only to discuss the concept of smart cities and related discourses, but also to comprehensively cover various topics such as major technologies, economy, transportation, and governance. In addition, this class aims to reveal the implications for Korean urban planning through the analysis of various smart city cases in the US and around the world.

Public Financial Management and Financial Information is a comprehensive, engaging, and in-depth course designed to provide students with a fundamental understanding of the key concepts, practices, and strategies used in managing public finances. In this course, students will learn about the various methods and principles used in budgeting, financial planning, auditing, and financial reporting in the public sector. The course will also examine the roles and responsibilities of different stakeholders in public financial management, such as government departments, auditors, and citizens. Topics include revenue collection and policy, budget preparation and implementation, financial planning, procurement, auditing, and public financial reporting.
PAD3052 Generational Evolution and Policy Applications 3 6 Major Bachelor 3-4 English Yes
The evolution of generations in societies provides “inflection points” where important dynamics shape the outlooks of a cohort. This course provides a survey of modern generational evolutions from the history of ideas framework. Starting from the conclusion of the World War II, we will focus on how each successive generation was shaped by their context and then created the context for their children’s development. The first half of the course presents theories and research of generational evolution leading up to the end of the 20th Century, while the second half of the course analyzes contemporary circumstances and the intricacies of M/Z Generations. The course is structured to consider six thematic perspectives for each era of generations (20th Century versus 21st Century, coinciding with the first and second halves of the course). The thematic perspectives are: relationships; social structures; arenas of power; civil rights; conflict and cooperation; and goods and services. These themes encompass political, economic, sociological, and ecological aspects of human existence as dimensions of time and space. Both Korean and global perspectives are included, with special emphasis on source materials to provide insights into the minds of contemporaries in each generation. The main objective is for students to be aware and engaged with ideas that can contribute to the progress of social welfare for their generation.

Public talent management and policies encompass the administration of people and positions in the public sector, along with various related talent policy decisions and their execution, which are considered crucial elements for the successful implementation of government innovation programs. This course is designed to intricately explore the complex issues currently faced by managers and those they will confront in the future regarding talent management and talent policy issues. The objective of this course is to equip students with sufficient knowledge and skills to analyze a public talent management system and provide recommendations for innovation and development in talent policies. Public HR Management focuses on traditional and administrative personnel management functions, while Public Talent Management focuses on strategically managing and developing talent in line with an organization's business strategy and goals. Essentially, this course serves as an analytical study of the literature, identifying issues, and proposing directions concerning the current challenges in public talent management and policies. This course integrates lectures and various active learning techniques in a seminar format, including case studies, research paper analyses, group discussions, debates, student presentations, skill development through simulations, and more.

Students will learn, analyse such key issues of free market as basis of market economy, constitutional control over economy related legislation, monopolization, collusion, merger and acquisition, unfair business practices, special issues of business group and small firm. Class will adopt various educational method such as lecture, socratic and law & economy approach. Students will also be required to practical case studies on selected core issues in the regulation of present market and businesses in the Republic.

Social phenomena and events which we encounter everyday are closely related with social science concepts and theories from public administration, public policy and other disciplines. Theories, frameworks, models and concepts from public administration and other social science disciplines provide lens and perspectives in understanding, explaining social problems and developing solutions for them. The students should embody and apply new perspectives and insight in understanding and in suggesting solutions for public problems occurring in the contemporary. For this goal, this class focuses on providing cases of social problems, government's policymaking, public services, and analyzing the causes and processes of, and designing solutions for the cases. We will ponder over 1) what are public problems or issues 2) why these problems should be dealt by governments or public governance, not by market or private sector 3) what policies or tools should be applied in solving problems . Drawing on case analyses of applying theories and concepts on public issues, this class aims to help students to understand the social phenomena in depth, and to develop public policies for addressing them.
