UICP021 Seminar on Culture and ODA 2 4 Major Master UNESCO International Culture Policy - No
The Republic of Korea’s official development assistance (ODA) increased rapidly after the country joined the OECD DAC in 2010. However, Korean ODA has focused mainly on the development of infrastructure in the economic and educational fields in developing countries. The Korean Government has allocated a relatively small budget for ODA in the field of culture. Cultural heritage receives a particularly small proportion of the budget, and this amount is mostly devoted to the preservation of world heritage and intangible cultural heritage. This seminar will examine the history of the concept of 'Development' and the relationship between culture and development, as well as the current status of Korea’s cultural ODA, to look at the core issues in this field. Since ODA in culture is still at an early stage of development, the scope and content of projects and concrete strategies for cultural ODA have only now become major topics for discussion. In particular the registration, preservation and use of world heritage is recognized for its huge potential to contribute to the development of developing countries. As such, this seminar will use various case studies from the cultural field, and world heritage in particular, as a basis to discuss the core issues and desirable future strategy for cultural ODA.

But as the concept of peace has evolved, the activities of UNESCO and UN agencies have expanded from simply peacekeeping toward peace building and even creating a culture of peace. This course reviews various cultural exchange and cooperation programs at the UNESCO, government, and private levels between the two Koreas, the only divided nations in the world. In addition, it will examine the case studies of countries that have experienced sociocultural conflicts and critically analyze whether their cultural policies properly contribute to the realization of a culture of peace. Based on this, it will discuss the future direction of inter-Korean cultural exchange and cooperation program that can promote sustainable peace on the Korean peninsula. The course is not a one-way lecture of the instructor, but a process in which students learn about a given topic by sharing their thoughts, so the contribution of all students is important. The students will be asked to prepare a term paper by selecting one of the topics covered in this course. The final class will organized as a symposium with student presentations.
