Effective policies require a good understanding of the setting they aim to regulate. Knowing what are some of the possible unintended consequences can help to plan for them in the policy design stage. Behavioral responses of those that are affected by the policy can reduce its effectiveness, and even result in outcomes that are the opposite of the original goal. In this course, we will review different policies that did not succeed in achieving their intended targets or had unintended consequences because they did not fully consider what will happen in their aftermath. We will cover policies across a wide range of outcomes: health, energy and environment, development and aid, education, violence reduction, and labor markets. The goal is to understand what went wrong in each case, and to generalize lessons for future policymaking. The bottom line of this course is not that policies are always doomed to fail, but that there is quite a bit to learn from policies that did not work out as well as intended.
GSP5241 Spatial Modeling for Social Science Research 3 6 Major Master/Doctor - No
Spatial dependence is prevalent in the society. Geographically proximate individuals, groups, and localities have similar characteristics and behave similarly via spillover effect. Also, the local governments that are closely located often pursue similar policy directions as they are affected by each other. This class aims to explore how to apply spatial dependence in social science research. The class topics include the concept and origin of spatial dependence, global/local spatial analysis, visualization of spatial dependence, and various spatial regression models such as spatial lag, spatial error, geographically weighted regression, and spatial Durbin.

A smart city is a city that solves complex urban problems and promotes sustainable development. This class aims to discuss the concept of smart cities, the areas where smart cities can be applied, and the urban development process toward smart cities. The class will also discuss the roles of residents and governments for effective smart city development. Finally, the class will explore how technologies and cities can work together for sustainable development by analyzing practical cases.

This class aims to explore urban policy for livable cities. The class will discuss urban problems, history in urban policy, and interactions among urban components, which will help understanding the urban systems for livable cities. The class will also discuss various urban policy areas, including urban spatial structure, balanced development, housing, urban regeneration, gentrification, social capital, public participation, local economic development, sustainable development, resilience, urban design, quality of life, and community health. Then, the class will assess livability of present cities and suggest policy directions and components for livable city development.

As the 21st century unfolds, we are living in a chaotic and turbulent society. Speed of thought becomes very important as information and knowledge is the most critical factor of national competitiveness. To achieve national competitiveness, thereby building a great and strong nation, effective policymaking is crucial to achieve government innovation and national transformation. How these kinds of enormous change and innovation, swirling from the high-technological environmental changes such as the SMART revolution and the INDUSTRIAL revolution, will impact the academic discipline of policy science, effective policy-making specifically? What should be the new theoretical principle and philosophy of policy science to break-away the so-called criticism of the ‘impoverished professionalism’ facing the science of public administration? And how could we then academically link the theoretical principles of the knowledge-created Smart e-Government with the traditional Policy Science? This lecture concentrates on the attempt to answer these kinds of academic as well as practical questions, searching for a new paradigm of the policy framework to presenting the most appropriate strategy facing the developing countries in this 21st century.

The purpose of the seminar is to examine the main economic, political, cultural, legal and technical forces generated by Information and Knowledge Revolution, for which new e-Governance must be developed. In this teaching, we will discuss the theoretical as well as strategic dimensions of knowledge-based society, Electronic Government and its Policy Implications.

For this purpose, we check and discuss the progress of the latest issues such as Climate change, Innovation and R&D, Sustainable City and Aging Society, ESG, and social innovation in order to develop our ability to understand and analyze issues. Furthermore, the direction of institutional and financial policy formation to resolve related issues is also discussed.

This course studies the use and application cases of the Applied Micro-Econometric model used for policy analysis. In addition, the existing statistical tools, applied computing technology, and new analysis frameworks such as machine learning will be introduced, and various data applications such as text analysis will be studied. In addition, based on computational social science, large-scale big data processing and unstructured data collection and processing including text data are discussed for in-depth analysis of social issues and policy effects.This course studies the use and application cases of the Applied Micro-Econometric model used in policy analysis. Public Finance and Microeconomic Policy (1) delivers lectures on the theories of Public Goods, Externality, and Public Choice. (2) From the perspective of tax revenue, the course covers a variety of issues of taxation such as Shifting and Incidence of Tax, Excess Burden, and Optimal Taxation. (3) Finally, over the issues of Public Expenditures, we will perform an microeconomic policy analysis. The themes of the policy analysis include ➀ Labor issues, ➁ Effects of the Taxation and Anti-Poverty Policy, ➂ Public Pension Reform, ➃ Effectiveness of Health Care Delivery System.
GSP5249 Machine Learning and Public Administration 3 6 Major Master/Doctor Korean Yes
This class will allow you to summarize large quantities of data in a concise way that helps you focus on what is important for the decisions you need to make using machine learning algorithms. A basic understanding on ML will also allow you to critically evaluate the analysis done by others, rather than having to take their analyses as a given. This course intends to make you comfortable doing basic data analysis using Machine Learning. The course put an emphasis less on memorizing formulas and more on teaching the intuition behind the use of ML algorithms. The first part of course will cover several ML algorithms and the second part will focus on its application to public administration and policy.

As an example of the application of topics and concepts covered in this course in leadership and governmental management, a number of public agencies now conduct regular surveys of their employees to assess their work satisfaction and work attitudes and to seek ways of enhancing them. Government, nonprofit, and business organizations increasingly engage in such efforts as releasing reports of employee needs and suggestions identified from the regularly conducted employee surveys, and how the organization's leadership has responded to them. The course will cover numerous theories, abstract concepts, and tools and techniques (such as questionnaire measures of the concepts) pertaining to the topics listed below. It will also cover practical application of those concepts in Korea through case examples and discussions, and self-assessment exercises. Courses such as this one are offered in virtually every reputable and accredited graduate program in business administration, public administration, nonprofit administration, educational administration, and other forms of administration. Welcome to the "Transportation Planning and Regional Development" class. As transportation has long played a central role in regional development in many countries around the world, including Korea, this class is designed to leam about the relationship of transportation and regional development. Students are first introduced to the theoretical relationship between economic development and transportation. They are then presented with the roles of transportation systems and planning in promoting economic and spatial development in the local regional, and national levels. Students will leam about different issues i.e. political, economic, social, environmental and technological issues related to transportation and economic development.

Community and regional development has been crucial issues not in developed countries but also developing ones. The mail goal of this course is to introduce students to the concepts, theoretical models, an analytical tools which are very crucial for researchers and practitioners to understand and analyze development policies and issues, especially in the developing world. Students will also practice apply class learning to real development issues. In this course, students will be actively involved in different types of development at different levels. In particular, it focuses on development aspects, including social, economic, cultural and educational developments at the community, local and regional levels.
GSP5254 Unban & Regional Planning 3 6 Major Master/Doctor - No
This course examines regional planning that is needed to deal with various regional issues and enhances the quality of life. In this course, we first discuss theoretical aspects in planning by exploring the basic planning concepts, utopianism and visions in planning, citizens in planning, regional planning theory, and comprehensive planning in addition to discussing planning in Seoul and the planning systems in Korea. Then, we move on to discuss more practical aspects in planning, which involves visiting planning project sites and exploring subfields of planning and various planning projects. This course requires extensive exposure to writings in planning. Further, it requires the application of theoretical considerations to real world situations.
